Mrs. Billie Jean Kelley

Billie Jean Kelley, 76, passed away on Wednesday, December 15, 2021 in Jackson, MS. Mrs. Kelley was born on April 30, 1945 to Leventine and Mable Plummer and grew up in Sutherlin, OR. Billie was an avid reader. She also loved karaoke and playing pool. She was never one to hold back on what she thought—you always knew where you stood with Ms. Billie. Along with her parents, she was preceded in death by her husband of 20 years, Gene Kelley. She is survived by three sons, Todd (Delicia) Rankin, David Eugene Rankin, and Eric Francis Owens, all of Sutherlin, OR; 12 grandchildren; and 4 great-grandchildren.
